The Solid Waste Management Program assists in protecting the health and welfare of Saint Louis County residents through waste (source) reduction, recycling, and enforcement activities.

St. Louis County Government's Trash District Implementation Team has finalized its proposal to upgrade waste hauling services for one- and two-family homes in unincorporated residential neighborhoods. Key developments include:

  • Establishing a total of eight trash districts in unincorporated St. Louis County.
  • Establishing a provision that allows subdivisions - as certified by their Board of Trustees, Board of Directors or Condominium Board, etc. - with an active form of governance to "opt out" of the district program if a simple majority of their households agrees. These subdivisions will be able to "opt out" until February 1, 2008. Forms will be available online and at all County Government satellite offices.
  • Requesting that the County Council amend an existing ordinance to give County haulers an additional three and a half months to comply with the County's minimum level of service (once a week trash removal, once a week recycling and twice-yearly bulk pickups). Currently, that level of service must be offered by January 1, 2008.
  • Establishing that the trash district program will begin no later than Sept. 1, 2008.
  • Determining that yard waste removal - with a minimum of one quarter's service - will be an optional service offered by the hauler.
