BELLEFONTAINE ROAD COMMERCIAL IMPROVEMENT PLAN

The Spanish Lake Bellefontaine Road Commercial Improvement Plan process is well underway. The St. Louis County Planning Department staff has conducted a series of design workshops with participation from nearly 80 homeowners, business owners and young people. The workshops were interactive sessions exploring current conditions, needed physical improvements and consumer preferences.

From cursory analysis, a majority of participants do most of their shopping outside of Spanish Lake for a variety of reasons, but most prevalent was a lack of product selection and quality among Spanish Lake businesses. Many participants expressed the need for more small businesses as opposed to big box development. Common suggestions included attracting businesses like a grocer, a café/ice cream shop and a hardware store.

Participants also used maps to identify places that need physical improvements like lighting, street furniture and landscaping. There were many participants who agreed that community services like a library and a community center were also lacking in Spanish Lake. The Planning Department staff will compile this feedback onto maps and into a report and conduct research to inform preliminary recommendations for the Commercial Improvement Plan. The staff will present those recommendations to the Business Advisory Committee in the coming months.

Business Members of the Spanish Lake Community Association qualify for special advertising rates with The Spanish Lake Word Newspaper.  Members qualify for three special advertisement sizes at special rates with a three month or more, monthly advertising commitment.  These rates exceed the normal 10% discount for repeat advertisers. NATIONAL PERSONNEL RECORDS CENTER RELOCATES TO SPANISH LAKE

The National Personnel Records Center, presently located on Page Avenue in Overland, will relocate to 1829 Dunn Road, in Spanish Lake, on 23.5 acres on the southwestern end of the property - locally known as The Londoff/Gem Store property.

A new state of the art 520,000 square foot facility will be built on the site. A developer for the construction of the building is now being selected and it is expected that ground will be broken this winter for the new building with the building anticipated to be open for occupancy in 2009.

Sen. Christopher "Kit" Bond, R-Mo., said in a statement, "This new facility will ensure that some 600 highly skilled jobs in the National Personnel Records Center remain in St. Louis."

And these 600 folks will be looking for businesses for some of their daily needs. This should be very positive for Spanish Lake.

PATRICIAN PLACE GROUNDBREAKING

The groundbreaking ceremony for the Patrician Places homes development will be held at 10 a.m. on Wednesday, August 22nd, at the intersection of Criterion and Patrician Place. Everyone is welcome.

These new homes will be built utilizing many different types of green and energy efficient methods and it is hoped that they will attain both LEED and GBI green building certifications. These highly energy efficient homes are a first in St. Louis County through the HOME Investment Partnership Program administered by the County and will be for sale in the next few months to qualified homebuyers.

The business members meet every other month on the second Tuesday.

MAINTENANCE POSITION AVAILABLE

BELLEFONTAINE ROAD COMMERCIAL IMPROVEMENT PLAN

The St. Louis County Planning Department is initiating a new project in Spanish Lake. Over the next six months a Bellefontaine Road Commercial Improvement Plan will be developed which will outline strategies for future reinvestment and improvements to two commercial nodes – one on the northern end of Bellefontaine Road and the other on the southern end of Bellefontaine Road.

Presently the Spanish Lake Community Association is working with the Planning Department to select an Advisory Group, which will oversee this process. It is anticipated that the first meeting of this group will be later this month.

During this study, data will be collected and analyzed as to existing conditions; a business owner and tenant survey will be designed, distributed and analyzed; a research process will gather case studies and best practices for addressing the issues and challenges to reinvestment in aging commercial areas; and recommendations and implementation strategies will be defined. The process will conclude with a final draft of a five-year plan.

The role of the Advisory Group will be to give feedback and input to the County over the course of this planning process. They will also be asked to help coordinate broad community participation in a Design Charrette which will be facilitated by local professional organizations such as the local chapters of the American Institute of Architects and the Urban Land Institute. It is anticipated that this Design Charette will be held later this fall.
